PROF S.I. OLUKA IN ACCREDITATION SCAM

PROF SYLVESTER IKE OLUKA IN ACCREDITATION SCAM
 
This maverick professor is involved in another scam. Our investigation revealed that Prof S.I. Oluka, the insatiable extortionist, has commenced another scam of extortion and exploitation of students of engineering faculty that is estimated to yield for him and his cohorts gross revenue of about N40 million. This plan of extortion started with his decision to impose a levy of N5,000 – N10,000 on staff members of the faculty, a decision he unilaterally took without consulting even the staff members that would have been levied – taxation without representation and consideration which Aba women rioted and resisted in the colonial era. This tyranny and tyrannical position and disposition of Prof Oluka never allow him follow due process. His insatiable greed and gluttony for easy money made him sightless to the procedural and other inherent anomalies cum flaws of his distasteful method.
 
The Vice Chancellor who has become weary of him diverged with his request for the deduction of N5,000 – N10,000 at source from the salaries of all faculty staff, of Engineering Faculty giving assurances to completely fund and monitor the disbursement of accreditation funds. This professor whose historical disdain for rules and regulations, surresptiously opened a clandestine bank account named ESUT Faculty of Engineering, where he, Prof. Sylvester Ike Oluka is the sole signatory! This bank account was opened for his clandestine and obstinate aim of soliciting and obtaining bribes and other sundry payments from students in exchange for favours in his official capacity.

To explicitly underline and amplify the nefarious intentions of this bank account, the Dean, Prof.  S.I. Oluka sent text messages to NUESA executives in the faculty that read as follows:

Circulate widely.
 
The NUESA executives were ordered to widely circulate this dean’s messages of extortion; and also threatened, as is his character, with severe sanctions and excruciating punishments and sanctions should they fail to mobilize all students of the faculty into paying the N5000 accreditation levy.
 
This nefarious and hideous character of this bank account naturally bakes these questions:
1.       Why has the Dean, Prof S.I. Oluka not openly written and signed circulars clearly announcing the establishment of that bank account and its intended purposes?
 
2.       Does the Dean have power to set-up bank accounts where funds or levies from students and staff are paid without the express approval of authorities above him and knowledge of the authorities above him?
 
3.       Why is the Dean surresptiously using the NUESA executives to achieve these objectives?
 
4.       Why is Prof. Oluka threatening NUESA executives with sanctions if they failed in getting their fellow students make payments into that bank account?
 
5.       Who are other trustees of this account?
 
6.       How would the funds generated from such payments be accounted for?
 
7.       Where are the lists of the university approved projects, procurements etc meant for the accreditation exercise for which these payments are being solicited?
 
8.       What is the cost of the university approved projects, procurements etc for the entire accreditation exercise for the Faculty of Engineering?
 
9.       And many more inexhaustible whys, where, what and hows.
 
Prof Oluka’s calculation is that if the 8000 students of the faculty of engineering made up of 6000 regular students from year 1 to year 5 and 2000 regular students who have one or two extra years pay, then he would have raked in N5,000 * 8,000 = N40,000,000! The man is a GENIUS.
 
It is apt to state at this juncture that the NUESA executives had earlier reported their unwillingness and outright rejection by the entire students’ body of the imposition of that levy. The staff adviser of NUESA, Engr. A.C. Mbah, of the Department of Metallurgical and Materials Engineering: a long time loyalist and ally – in evil plotting – of Prof S.I. Oluka is the conduit used by Prof Oluka to twist the hands of students through their leadership so that this extortion succeeds. When this same Engr A.C. Mbah was Lecturer II, the Dean, Prof Oluka sent his name forward as nominee for the office of Ag. Head of Department of Metallurgical and Materials Engineering, a department that has several senior lecturers and a professor! The then Ag. Vice Chancellor, Prof Chidi Ugwu, rejected this nomination and instead appointed Engr. J.C. Ugwoke, Senior Lecturer, as Ag. Head of Department of Metallurgical and Materials Engineering. Professor Sylvester Ike Oluka was shocked and irked by this, therefore he swore to destabilise and rattle this fellow during his headship by sponsoring crises and instabilities in the department. Somehow, Ugwuoke was lucky and God saved him.
 
It was this same Engr A.C. Mbah that organised and executed the factionalisation of the NUESA executives under Hon. Idike Chikauche using trumped-up charges of embezzlement. This was even as the Idike led NUESA executives had embarked on many developmental projects like:
a.       The construction of drainage in front of the Faculty of Engineering building. This was abandoned due to the NUESA crises which the Dean instigated and orchestrated!
b.      The painting of the faculty building.
c.       The renovation and facelift of the Office of the Dean of Engineering. This was completed!
 
Those projects have long since been abandoned and all the construction materials procured for them have since deteriorated and spoilt.
 
What was Hon Idike’s offence?
Hon Idike’s grievous and unpardonable offences include among others his decision to remain on the side of the Faculty of Engineering Students whose president he was then. As NUESA President, he refused and opposed the imposition of the Dean’s N25,000 levy per student under the guise of development levy.
 
Furthermore, the Dean’s promise to share the gross proceeds of that levy on the basis 80:20 was not sufficient enticement for the Idike led executives, who out of conviction to do right remained resolute on the side of the already over-cheated and over-extorted students. Furthermore, the entire students had in several well attended meetings rejected the imposition of development fee/levy as outrageous and insensitive, especially coming shortly after the resolution of the 7-month labour crises which made them lose 7 months of academic work. This levy was also considered outrageous on the premise that the acceptance of the new school fees structure by the students’ bodies was a precondition on the promise by ESUT management that the students should not be subjected to further levies.
 
In view of the foregoing, and consequent upon our already released briefs on Professor Sylvester Ike Oluka, it is flabbergasting that this man still holds mindlessly and tenaciously to his office as Dean without resigning. The greater absurd surprise is why the Vice Chancellor has not directed the immediate suspension of Professor Oluka from duties even though we are aware of current investigation of his activities. But it is worth mentioning that Professor Sylvester Ike Oluka is the richest man in ESUT as a result of his extortion and embezzlement. We reliably gathered that he intends using his ill-gotten wealth to bribe, blackmail, coerce and threaten anyone who is investigating him. He should be in a special watch list and his continued staying in office as Dean, is inimical to the outcome of any investigation on him unless this investigation is just a ruse.
 
Reliefs Sought:
 
We seek the following reliefs:
1.       The immediate suspension of Prof. S.I. Oluka from duty for extortion and other sundry offences pending the consummate determination of all his nefarious and mindless activities.
2.       The removal of Prof. S.I. Oluka from office as Dean of Faculty of Engineering for gross abuse of office, insubordination to authorities above him, subversion of the laws setting up ESUT, womanising, extortion, blackmailing, fraud, impersonation, embezzlement and stealing.
3.       Professor Sylvester Ike Oluka should face a criminal prosecution. That is, the ICPC and EFCC should be invited to professionally investigate all our revelations so far and many others.
