ENGR. PROFESSOR SYLVESTER IKE OLUKA REVEALS HIS OVER N150 MILLION FRAUD
We sent out our maiden information (petition) on the man Prof. S.I. Oluka on 19 December, 2011. This petition is to further expose this Frankenstein evil for who and what he truly is, rather than what and who he pretends to be. We are happy that we have received massive commendations for our astute presentation of a calamitous personality to ESUT from the ESUT community, government and general public. Up-till today, nobody has been able to put forward convincing argument or information that counteract all the information that we had given earlier or had anyone proved us wrong. Instead the university newsletters had been addressing in a subtle but belated manner distorted information on the state of affairs in the university. We shall react to that later. We wish to refer anyone who had not read our maiden information to do so in order to really appreciate the painstaking efforts we undertook to inform the university community about a schemer, a fraud, power drunk, womaniser, extortioner, intimidator, and blackmailer who is Engr. Prof. S.I. Oluka.
Furthermore, we have waited indefinitely to be called upon to authenticate our claims to no avail. Nobody up till date had deemed it necessary to invite us or invite our evidence of fact on Prof. S.I. Oluka. Maybe because they are afraid of Prof. Oluka, that is, he is above the law or that he must be protected at all cost because of the possibilities that they may be exposed if he is quizzed.
Consequently, we decided to release the acts of Prof. Oluka which after due investigations, we found that he (Prof. Oluka) had defrauded the university very huge sums of money in hundreds of millions. The information given herein is as written by Prof Oluka himself. That is, we adapted it verbatim from Prof S.I. Oluka’s Curriculum Vitae (CV). Bon appetite.

SPECIAL ACHIEVEMENTS/CONTRIBUTIONS TO UNIVERSITY & HUMANITY
Prof. Sylvester Ike Oluka declares as follows:
1. 30th Anniversary of ESUT Engineering
As Dean of Engineering of ESUT I initiated and successfully organised ESUT Engineering @ 30, the first ever organised anniversary and home coming of ESUT Engineering Alumni and the university as a whole (20 – 24th November, 2010). The anniversary attracted cash donations and projects worth over N150 million.
2. Building of an ICT Centre
During the 30th anniversary of the Faculty which I initiated, ESUT Alumni in CHEVRON, in collaboration with CHEVRON Nigeria, has started the construction of an ICT hall for the Faculty of Engineering of ESUT. The project was billed to cost N40 million.
3. Mitsubishi Montero Jeep
One of the proceeds of the 30th anniversary is a brand new Mitsubishi Montero Jeep bought by the planning committee for the Faculty of Engineering. This was the first in the history of the University.
4. ESUT Engineering Website
In support of the 30th anniversary of the Faculty organised by my administration as Dean, ESUT Engineering Alumni in Chevron, has funded the establishment of ESUT Engineering website: www.esutengineering.net.
There are other spurious and phony achievements of his which we deemed not necessary to be accommodated here.
OUR COMMENTS
1. According to Prof. Oluka, the 30th anniversary of ESUT Engineering attracted cash donations and projects worth over N150 million. In the first place, there is nothing like over certain amount of money. In accounting the monetary value must be precise. What is the value of the cash component of the donations? What is the monetary value of the projects components? Who are the trustees of the cash and projects? What legal instruments were used in creating the trustees? What is the relationship of the trustees and the university authorities? Which account and at which bank is the money paid? How and when were those cash lodgements made to the bank accounts? The EFCC should be invited to investigate these fraudulent transactions.
2. Building of an ICT centre that cost N40 million. Where is the construction site of this engineering ICT Centre? Who are the project managers? Which committee in Engineering and ESUT liaised with the donors? What is the name and makeup of the committee of Engineering and ESUT that oversees the implementation? What are the details contained in the memorandum of understanding?
3. Mitsubishi Montero Jeep: At what price was it bought, from where and by who? Why has Prof. S.I. Oluka deleted the name of the donors from the body of the vehicle?
4. ESUT Engineering Website. ESUT Engineering website we know had been there before the home coming last year and was funded by monies levied and extorted from staff, students and student’s bodies of Engineering Faculty. How come it is again being funded by ESUT Engineering Alumni in CHEVRON?
Remember that this is the same website Prof. S.I. Oluka used when attempting to deceive the Vice Chancellor that he is the most efficient Dean in ESUT where he claimed that the website harbours over 10,000 students’ results. No need to ask about those results now because they never existed.
Moreover, a critical analysis of this website reveals so much of who Prof. Oluka is. The only improvement in the Engineering Website is Prof. Oluka’s removal of his profile.
In addition, studying the Engineering website closely, it is clear that it contains a lot of falsehood and actions targeted to humiliate staff members of the faculty and deceive the general public. Furthermore, he used the Engineering website to settle his imaginary scores with some staff whom he believes are not desirable. Let us examine Oluka’s engineering website department by department:
Agricultural and Bioresources Department
Prof. Oluka listed 8 academic staff members with some of them without their designation which we found was done with criminal intention. Prof. Akubuo who is an adjunct professor is designated as a full staff member. Engr Dr C.C. Mbajiorgu who is an adjunct senior lecturer was not designated at all. Not even his boy Engr Eje who has been Ag. Head of that department has any designation. The young brilliant technologists who have for five years been held down from graduation in their masters were not designated at all to deceive the general public about the true staff situation in that department. As we wrote earlier, this department where Prof S. I. Oluka has held sway as both lord and god and has headed for more than eight years has only two full time regular academic staff namely Prof S. I. Oluka and Engr B. Eje. This dismal staff situation is a deliberate ploy of this professor to continue to lord it over the department. Even his deanship of the faculty has not in any way helped his department that has remained the most pathetic in the entire faculty, nay the university.
Civil Engineering Department
This department has only one staff, Engr Emeka Ojiogu. Where are Prof. N.N. Osadebe, Prof. J.C. Agunwamba, Engr Mrs. R. Okoloekwe, Engr. E.U. Ikwueze, Engr. C.C. Ike, Engr. N.L. Obasi, Engr. G.O. Nnaji, Engr. Onuama , Engr. M.S.Mbajiorgu etc.
Chemical Engineering Department
Only 4 staff were listed. Where are Dr. D.O. Onwu, Dr. G.O. Mbah, Prof. N.A.G. Aneke, Prof. L.E. Aneke , etc.
Computer Engineering Department
Seven staff were listed but Engr. Dr. Eric Okafor must never be there because it was under his deanship that Prof. S. I. Oluka was indicted and made to refund N315,000 of the money he extorted from final year students of his department.
Electrical and Electronic Engineering
No staff should be mentioned here to malign and render this department incompetent because Prof. Oluka has a lot of perceived enemies in this department which made him to sacrifice even mentioning Engr. Prof. I.I. Eneh, his friend.
Mechanical and Production Engineering
8 staff were listed with only 3 of them having designation (though not very correct). Engr. Dr. A. J. Ujam continued maintaining the 1st slot even when he is not the head rather his accomplice in that department. Where is the current Ag. Head? He was not even listed.
Metallurgical and Material Engineering
Like Civil Engineering Department, they have only one staff but unlike the earlier mentioned department, this staff has no designation. A very senior professor Engr. Prof. B. Okorie , a former Dean of the Faculty was conspicuously omitted.
What a stupid website!!!!!
The website as inter alia exposed in our previous writings is a fraud and Prof. Oluka had used it to sell himself to the world, distort information about other staff members of the faculty and settle personal scores with his perceived enemies as he made sure that those perceived enemies were not mentioned in the website or mentioned with false designations.
Interestingly, in our maiden release on Prof. Oluka, we alerted the vice chancellor, deputy vice chancellor, registrar and other management staff of the grand design of Prof. Oluka to smear their personalities before the public and the government of Enugu State. These group of people assumed that it was a philippic on Prof. Oluka but they failed to read between the lines to see and uncover the grand maverick design by Prof. Oluka to demean their individual personalities even when all he is interested in is fraud.
While ESUT was looking for how to fund the university, Prof. Oluka is telling the whole world that he single handedly organised a project of 4 days that yielded over N150 million with wings. This he did to prove his earlier assertion that His Excellency, the Governor of Enugu State made a terrible mistake in having appointed Prof. C. Onyeji the Vice Chancellor of ESUT ahead of him who has the means and ways of running ESUT without government. Are we proving our points?
Prof. Oluka claimed that the vice chancellor is lily-livered and not worth the name; since we have been writing our ‘anonymous’ and ‘faceless’ letters has Prof. Oluka been investigated even to prove that he is innocent? How many lecturers in ESUT have been suspended, investigated or reprimanded for ‘anonymous’ and ‘faceless’ petitions in this administration? Are we proving anything?
Prof. Oluka through the Registrar has slowed down the appraisal process in ESUT in an effort to ensure that engineering faculty does not have the number of professors he believes will water down his hegemony in the engineering faculty and this singular effort has affected every other staff in ESUT who is due for promotion. Prof. S. I. Oluka knows that an updated appraisal of academic staff of his faculty will likely produce other professors namely; Professor G. O. Mbah, Prof. Chime, Prof. N. L. Obasi, Prof. D.O. Onwu, Prof A. Ujam. Is the registrar not in his pocket?
Can the Deputy Vice Chancellor ever take any decision without Prof. Oluka. Of course ‘he is a useless professor in Technical and Vocational Education and a toy to a professor in engineering’ Oluka retorted. Is the DVC an issue?
CONCLUSION
This is the last opportunity we are giving the university authorities to internally solve this menace of Prof S.I. Oluka; failure of which will involve external bodies into this issue.
We wish also to inform the university management that sweeping this matter under the carpet as it has been doing since is among other things an encouragement to others to defraud the university.
Finally, as Prof S.I. Oluka stated that there were cash donations, what is the financial approval rating of a dean? Why is ESUT management alienated from all these? Is ESUT management part and parcel of the loot and fraud?
We believe that some high ranking members of the administration are involved in the loot; otherwise there should not have been a hiding place for Prof. Sylvester Ike Oluka. However, we are approaching the point of decision and the truth is gradually revealed by no other person but the maverick professor himself. ESUT must be saved from the manacle of this schemer!
