We have severally on previous releases elucidated the almost non-existence of any record in ESUT. It is common knowledge that ESUT as an institution does not know its actual staff and students’ population. This phenomenon is a by-product of near absence of central coordinating body (registry) that understands the responsibilities of record keeping, data analysis and management.
 
Consequent upon this anomalous situation which had existed in ESUT unmitigated for a very long time, we have especially in “ESUT MOVING INTO OBLIVION” exposed the comatose nature of the ESUT Registry and the irresponsibility of ESUT management towards solving this perennial quandary.
 
It is also a common knowledge that ESUT graduates find it almost impossible to access their transcripts many months, running into years after applying for them. Thus, has resulted in lost opportunities for those seeking further academic pursuit or employment (improve rating at the place of work).  We have queried the reasons behind allowing the management of data, record keeping and storage of processed data at the departmental level uncoordinated especially when these departments lack the capacity (human and material) to handle such.
 
Furthermore, the Vice Chancellor, Prof C.O. Onyeji himself admitted unwittingly of not funding the departments since assuming office over 2 years ago – even until now. These scaring discoveries append trepidation to the imagination of any sane thinking person on the type and quality of data kept at these departments. (To be elucidated in another release).
 
However, in reaction to our strong criticisms on the neglect of this all important part of ESUT administration, the Registrar in a memo dated 9th May, 2012, Ref: ESUT/R/26, titled CONSTITUTION OF COMMITTEE ON THE RECOVERY OF ACADEMIC RECORDS FROM DEPARTMENTS and copied to the Vice Chancellor and other Principal officials of ESUT, announced the Vice Chancellor’s approval for the setting up of a committee on Recovery of Academic Records from departments which is chaired by Prof. J.I. Obasikene, Dean Students Affairs. Others are faculty senate representative, faculty officers, Mr Ogbodo Chibuzo M., Mrs Maryrose C. Chikeleze and Mr Ozioko Francis E.
 
They were given these terms of reference to:
1.       recover academic records (1984 – 2008) from the Heads of Department and other Affiliated Institutions.
2.       make recommendations on the best way to store recovered academic records.
3.       make recommendations on how to handle erring departments.
 
From the said memo, this committee was inaugurated Tuesday 15th May, 2012.
 
THIS MEMO ANSWERS ALL THE BIASED AND UNEDUCATED QUESTIONS ABOUT THE FACTS WE PRESENTED EARLIER ABOUT ESUT MANAGEMENT AND ITS REGISTRY.
 
Findings
It is surprising that after 3 months of the inauguration of this committee and just like several committees inaugurated in the Prof Onyeji led ESUT, this committee has not taken off. It is not surprising because it took the ESUT management avtivist write-ups to nudge them, 2 years into the reign of Prof C.O. Onyeji to think about the importance of record keeping and recovery of stored-away data and a functional Registry. This leads to these pertinent questions: On what basis is ESUT administered? On what basis do they assess their performance with regard to admitting and graduating students? ESUT management is irresponsible! In this era of institutional accreditation, what academic records are they going to present to the National Universities Commission (NUC). THIS WHOLE ISSUE IS DISGUSTING!
 
Even if this Academic Recovery Committee should start work today, they will most certainly achieve nothing! Nothing! Apart from not being motivated or funded, the enormous tasks and the lackadaisical and apathetic attitude of ESUT management will form a barrage to their efforts towards achieving the set goals.
 
The setting up of this Academic Recovery Committee for the recovery of academic records from departments is among the personal hallucinations of the Vice Chancellor and his team in their insincere efforts towards administration in ESUT. ESUT management is insincere; they are just pretending to be doing something, otherwise, why is it that this committee has not taken off and everybody is fast at sleep and at rest?
 
It is clear that ESUT management ineptly led by Prof C.O. Onyeji lack impetus to steer ESUT to compete among its kind in this age and era. The earlier the Vice Chancellor is made to sit up and drive the ship of ESUT management into the future that was the vision of the founding fathers of this Premier State University, the best for everyone, as it is now clear that he (Prof Onyeji) must be at the helm of affairs in ESUT and experimenting with the lives of our youths – the so called leaders of tomorrow whether he is performing or not.

TEFT FRAUD AND SCANDAL IN ESUT

TEFT FRAUD AND SCANDAL IN ESUT – The Role of Engrs. E.B. Ojiogu and Chukwu
 
We have verified reports that the Tertiary Education Trust Fund (TEFT) Desk Officer, Engr. E. B. Ojiogu, and the Director of Works, Engr. Chukwu, have collectively and individually and on several occasions disgustingly abused their exalted positions and high offices and thereby severely delayed, frustrated and compromised the execution of the many TEFT building construction projects that have been attracted to the Enugu State University of Science and Technology, ESUT, by the present university management.
 
Engr. E. B. Ojiogu and Engr. Chukwu committed these abuses collectively and on several occasions by giving un-implementable directives to the building contractors handling the TEFT projects in ESUT, even as they lack the powers to give them directives. The building construction companies have openly complained that the ideal situation which they – the contractors – experience in other universities where they also handle TEFT projects is that they are supervised by the respective project Consultants or Project Managers- Consultant Architects, Consultant Civil/ Structural Engineers, Consultant Quantity Surveyors/ Cost Consultants, Consultant Services Engineers etc. and NEVER by the TEFT Desk Officer, nor by the Director of Works.
 
The TEFT Project Consultants are professional firms who implemented various aspects of the projects conception and design and have full complements of suitably qualified and experienced staff who should ideally supervise the construction companies with the objective of ensuring that the contractors implement the exact specifications of the projects designs.
 
The TEFT Desk Officer, the contractors insist, is supposed to be the liaison between the TEFT and the university in ensuring the timely payments of all contractors whose project payment certificates are ready. This role, they insist, the TEFT Desk Officer has permanently abandoned. The Director of Works, the contractors insist, should represent the interests of the ESUT in ensuring that the construction work is not unnecessarily delayed. The Director of Works has also abandoned this responsibility and is chasing shadows most times.
 
Despite that, Engr. Ojiogu and Engr. Chukwu should not relate directly with the Construction Companies, except through the Supervising Consultants, they have on several occasions done this, harassing and intimidating the contractors thereby forcing them to part with huge sums of money as settlement. These two officers are so greedy and insatiable that they have on many occasions collected huge bribes running into millions of naira from the contractors. The most appalling aspect of these nefarious acts is that these two officers use the name of high ranking members of the university management like the Vice Chancellor and the Registrar to ensure that the contractors pay them as much money as possible. Another disturbing aspect of these entire scandals is that even after collecting these huge bribes, Engr Ojiogu and Engr Chukwu still refuse to attend site meetings, saying that the contractors’ site offices are not conducive at all for them! Are they supposed to have the site meeting in a luxury hotel? This further reveals that all that they are interested in is the selfish exploitation and extortion of the contractors, thus milking the  contractors dry; and they have no interest at all in doing their work!
 
In addition, because Engr Ojiogu and Engr Chukwu have misused their privileged positions to chase away the projects consultants who should have been the supervisors of those TEFT projects, there is no work program even in their rudimentary forms in any of the project sites; thereby making project monitoring and evaluation impossible task. The absence of work schedules which is supposed to be an important requirement of the contract award and evaluation process reveals further the extent of shoddiness and abuse of due process embedded in the TEFT project administration.
 
Another revealing feature of corruption and shoddiness in the TEFT projects administration is that there is no program of quality control/quality assurance in any of the project sites; and this puts several question marks on the quality of materials being used in all the TEFT project sites in ESUT. This further highlights the utter ineptitude of these two men – Engr. Ojiogu and Engr. Chukwu – who were given responsibilities they were ill equipped to handle, coupled with their moral bankruptcy. Rather than do the work they were paid to do, these people continue to aggressively serve their selfish, parochial and primitive interests at the expense of the collective interests of the university.

Engr Mbajiorgu: The Terrorist in Civil Engineering, ESUT
With grief and heavy heart, we wish to report the diabolic, bestial and maverick inhuman acts of Engr. M.S.W. Mbajiorgu against the students of the Civil Engineering Department, ESUT. We, in fact, any right thinking person are equally rattled by the childish, imbecillous and lackadaisical handling of the complaints of students of Civil Engineering Department by the ESUT management.
Recall that in one of our releases of 07 February, 2012, titled PROFESSOR SYLVESTER IKE OLUKA NOT FIT TO HOLD ANY PUBLIC POSITION IN THE UNIVERSITY: An Open Letter to the Vice Chancellor, we reported that Engr. M.S.W. Mbajiorgu was extorting N15,000 from his project students. In that publication, the names and registration numbers of all the affected students were listed which then gave the Vice Chancellor – nay ESUT management incisive tools to work with were they committed to fighting academic misdemeanours in the university.
In spite of this complaint and consequent upon the plea by some of the students that wrote a petition 5 (five) months after complaining of the same sordid acts of sexual exploitation, extortion, blackmail and intimidation, it is appalling that the ESUT authorities under the weak and utterly inept leadership of the Vice Chancellor, Prof Cyprain O. Onyeji, have to wait for an SOS plea before commencing on an investigation of this dastardly acts of Engr Mbajiorgu if ever they have started.
The students contacted us having been threatened and intimidated; and having seen that all the authorities of ESUT have failed to give them protection in spite of all the complaints, both oral and written, which they have been making to the Head of Department, the Dean of Faculty and the Vice Chancellor. Currently, Engr. M.S.W. Mbajiorgu is calling them, using intimidation and blackmail to force them endorse a letter composed and written by him, exonerating him from petitions written against him.
The following is verbatim reproduction of one of the students’ petitions to the Vice Chancellor against Engr. M.S.W. Mbajiorgu (Emphasis ours).

Dear Sir,
PLEASE SAVE OUR SOUL
We come to you as our father so that you can use your power and save us from the most powerful man in our department.
We are the final year students of Civil Engineering and Engr Mbajiorgu is supervising us in our project. He asked us to pay N15,000 each. He also told us that the money is not for our project materials. When we told him that we should not pay any money, that the school authority has cancelled payment of any other levy, he threatened that he will fail us in all the courses he is taking us.
 
We complained to our HOD but she said that those students that Engr Mbajiorgu supervised last session paid the money and therefore if he say that we should pay the money that we should pay it. We have also made our problems known to other lecturers in the department but they said that they don’t want Mbajiorgu’s problems, that Engr Mbajiorgu is a trouble maker that we should write to you, sir.
Most of us took transport to his office, Praise Chapel Agbani Rdto pay him this N15,000. Now almost all of us has paid the money. We are about 37 students.
Sir, Engr Mbajiorgu now told us that we shall pay another N10,000 whether we like it or not. He is boasting that he is an Anambra man with better wisdom than us Wawa people and that our people are fools that is why he controls the department. He also said that his sister is our HOD so therefore nobody will listen to us.
Sir, please we don’t want to enter into his problems and we also don’t have any more money to be paying all these his levies. Please kindly intervene and save us.
Sir, everybody is afraid of him in our department, if you don’t use style to ask if he is collecting this money, nobody will agree he has paid the money.
Thank you sir for coming to our rescue.

Matters Arising
1. We in our release of 27 April, 2012 described the ESUT Public Complaint as a Charade; this cover up of Engr M.S.W. Mbajiorgu’s evil amplifies our position.
2. We have severally described the quality of the Vice Chancellor’s leadership as inept, corrupt, decadent and morally bankrupt. The Vice Chancellor’s handling of these students petitions, confirms the utterly inept, moronic and incompetent leadership of the Vice Chancellor, Prof C. Onyeji.
3. We had also informed the public, particularly all the stakeholders of ESUT, that the Vice Chancellor is part of the corruption and rot in ESUT.
4. We had also revealed that ESUT management under Prof Onyeji practices double standard and has no bearing.
Engr M.S.W. Mbajiorgu
Our first reaction to this evil man was in reaction to a letter written by him where he called us names. Although we made a little exposition of his persona, but now, as he has carried on his satanic acts and thus used it in humiliating, intimidating, sexually harassing, blackmailing and frustrating students unabated and seemingly out of control and above the law, we shall now delve into his world.
Engr. M.S.W. Mbajiorgu has a long history of sexual harassment and sexual exploitation. When he was with the Catholic Charismatic Movement, he was investigated and found that he sexually harassed females –married and unmarried. He was even found to exorcise so called possessed females with his penis. The CCM also received several complaints of sexual harassment and exploitation from students of the Faculty of Engineering, ESUT, which they investigated and confirmed to be true.
One of the climaxes of Engr. M.S.W. Mbajiorgu’s sexual escapades was the several rape of his house help (during his wife’s travel for conference) which his wife reported to their church, Charismatic Movement. This act attracted a back seat sanction against Engr Mbajiorgu which he refused to accept. Instead, he left and establish his own church, Praise Chapel, situated at Agbani RoadEnugu. This Praise Chapel is an avenue of his unlimited sexual escapades. It is at this his Praise Chapel office that Engr. M.S.W. Mbajiorgu conducts most of his current sexual harassment and exploitation of the engineering students.
Engr. M.S.W. Mbajiorgu is a violent man. He fights with out reasons. He beats up students and has challenged several of his colleagues to a fight. His wife, Prof N. Mbajiorgu has lost counts of his several beatings and battering.
Engr. M.S.W. Mbajiorgu is a liar and blackmailer. He blackmails his colleagues at the Department of Civil Engineering. He blackmails students into writing petitions against his colleagues with spurious allegations.
It is appalling, disgusting and horrendous that ESUT management condones and tacitly encourage this man in his diabolic acts. We learnt that he has blackmailed the sitting HOD into doing all his biddings and together with her, Civil Engineering Students are always being levied consistently and at different times various sums of money even when the university has directed against such unapproved levies. We equally found that it was his failure to blackmail the former HOD that led him into forcing some of the 2005 sets of students into writing false petition against their then HOD.
OUR SUBMISSION
The current handling of the students’ petitions by the Vice Chancellor and ESUT management is very appalling. The handling of these petitions in this manner reveals the deceit of the Vice Chancellor and ESUT management for the impending complainant of the negative happenings in ESUT.
Why is it that the Vice Chancellor and ESUT management failed to investigate the allegation we made against Engr. M.S.W. Mbajiorgu since 07 February, 2012. This negligence is the immediate root cause of the perennial exploitation by Engr Mbajiorgu of the engineering students with impunity. Any right thinking person would have expected that the ESUT authorities would have planted agents to ascertain our allegations since over five months ago. If this was done, this matter would have long been buried and our students, friends, wives, mothers, sons and fiancés would have had their freedom from this he-goat and primitive extortionist.
We have it on good authority and from our investigations that apart from the payment of N15,000, Engr Mbajiorgu at the same time is harassing the girls among his over-bloated project students (while other lecturers have 20 students, he gave himself over 37 students, seizing all the project students assigned to Engr P.O. Onuama) which he arrogated to himself as he is the actual HOD of Civil Engineering Department. He (Mbajiorgu) is demanding forcefully to have sex with them. Many of the girls in Civil Engineering are so maltreated by him. The HOD, Mrs Okoloekwe is well aware of these happenings and in some cases had intervened to save female students from this he-goat. Majority of girls of engineering – especially the civil engineering students of ESUT, now have Sexually Assisted Grades (SAG) in courses taught by Engr Mbajiorgu, Sexually Assisted Project (SAP) – for those he is supervising in their project work and ultimately will lead them to Sexually Assisted Degrees (SAD) – SO SAD!!!
How long shall Mbajiorgu be allowed to desecrate our daughters, wives, mothers and fiancés?
How long shall Mbajiorgu be allowed to lead our students on the path of irresponsibility?
How long shall Mbajiorgu be allowed to desecrate, humiliate, amputate and distort the consciences and consciousness of our daughters, wives, mothers, fiancés and sons?
How long shall mothers and fathers in the Engineering Faculty and ESUT allow Mbajiorgu in his diabolic extortion of our students monetarily and sexually?
How long shall Mbajiorgu be allowed to thrive in blackmail and intimidation of staff and students with his connections in ESUT? (Recall his father was former Bursar ASUTECH)
How long shall Mbajiorgu be allowed to jettison the maxim of producing graduates sound in education and morals in ESUT?
How long shall Mbajiorgu be allowed to deceive and impact on the students his diabolic acts of blackmail through forcing students to endorse petitions written by him?
How long! Oh how long!! Oh how long!!!
