WHY ESUT WILL FAIL ACCREDITATION

WHY ESUT WILL FAIL ACCREDITATION
The National Universities Commission (NUC) had embarked on different categories of accreditation exercise. This time, the NUC will be conducting both Academic programme and institutional accreditation exercise. Any university in Nigeria which has NUC accreditation of its programme up to 70% will face institutional accreditation coupled with other routine programme accreditation which NUC had embarked in the past.

The reason behind institutional accreditation was brought about by the astronomic rate of decay in our universities coupled with the visionless, uncreative and insensitivity of most of our universities. The consequence being that no Nigerian university is a force to reckon with in Africa not to talk about the world. This situation is essentially why Nigerian students top the league of students studying in most foreign university in Asia, Europe, America and Africa.

However, it is sad that as many universities in the country are strategising and preparing themselves for these rounds of accreditation, ESUT is increasingly by day stifled with confusion on the course of action to take due to excessive politicking, ineptitude, ignorance, inefficiency, ineffectiveness, laxity, unproductivity and uncreativity, just to name a few, of the vice chancellor and the cabal that had held down ESUT over the years. In this series, we will discuss and adduce several reasons why ESUT will fail accreditation:

 1.       No Strategic Plan for the Institution
It will be recalled that we had earlier in our releases, alerted all the stakeholders in and outside of ESUT that ESUT has no strategic plan. We even stated that the Vice Chancellor, Prof C.O. Onyeji after inaugurating the Strategic Plan Committee went to sleep (sic: forgot that such committee existed). We had severally written on this issue without any effort by the Management or the Vice Chancellor or even the Strategic Plan Committee doing anything as to addressing this all important condiment for a successful and optimal running of our institution and also succeeding in institutional accreditation.

However, the recent directive by the Vice Chancellor, Prof. C.O. Onyeji to all the faculties, directorates, departments and units to submit their articulated positions on the matter is a welcomed but belated effort of the Vice Chancellor. This trend where Prof. C.O. Onyeji, the Vice Chancellor of ESUT must be prodded severally before he wakes up to his responsibilities is anomalous, counter-activity and counter-productive to the smooth running of things in ESUT. Whereas several other universities had published their strategic plan for their institution, ESUT is still giving directives to articulate and send to the committee. Recall that Prof. C.O. Onyeji has already served 2 years and this committee set by him had been idle for over 1 year, with this fire brigade approach, ESUT will once again do a very shoddy job at the Strategic Plan Committee. (More on this in our subsequent release).
2.       Mass Exodus of ESUT Staff

We reported severally how ESUT administration is sadistically disposed to staff and students and grossly insensitive to their plights. Many academic and non-academic staff in ESUT resign and get almost instantly academic positions in other universities with elevation. This trend has cost ESUT several of her senior academics with PhDs who have been diabolically stagnated over the years in ESUT without any reason. Is it not instructive that many senior lecturers in ESUT are employed in other universities, even federal universities as professors? Almost all other universities in the South East have been poaching on ESUT academics by advertising for staff position where many lecturers or PhD holders in ESUT are easily employed with better prospects in preparation for accreditation by NUC.



Consequently upon this gross and sadistic disposition to the plight of lecturers, ESUT has high dilapidated staff members in different departments. The Vice Chancellor and his team believed that the only way to address this anomalous mass exodus of ESUT staff is by conversion of non-academic staff with Masters degree to lecturers and mischievously stating wrongly the status of the list of academic staff of different departments in ESUT.

For example, in many departments in ESUT, the full-time lecturers are as small as one and as many as 4 or 5, all others are adjuncts lecturers. Retired or even dead lecturers are still reported as serving their departments in full-time capacity!!! What a sham!!! If the NUC and Enugu State Government conduct an un-manipulated audit of academic staff with a view to ascertaining the actual full-time lecturers in ESUT, NUC will quickly disaccredit many programmes and departments in ESUT, and the government of Enugu State will ascertain how much of public funds are embezzled by fraudulent representation of adjunct lecturers as full-time staff, retired and dead staff as still in the school staff list!

Furthermore, some power brokers are busy victimising, intimidating, chasing away and scandalising decent and quality academics in ESUT. These victims of treachery and oppression now look elsewhere. Is it not worrisome that an acclaimed academic with attested moral and descent disposition like Professor Rosemary O. Igbo then of Faculty of Education, ESUT, who was hurriedly and treacherously indicted by Prof. A.E. Uzoagulu diabolically lorded Senior Staff Disciplinary Committee over a fathom, manufactured, useless and one of the most foolish allegation of all time. This senior and erudite academic whose promotion to the rank of professor supposed to be with effect from 2006 got instead a demotion nay a demolition to lecturer I with effect from 2012 as hurriedly and treacherously recommended by Prof. Uzoagulu and rubber-stamp by inept vice chancellor, Prof. C.O. Onyeji.

However, we are happy and grateful to God that the malevolent, clandestine and diabolic acts of Prof A.E. Uzoagulu failed woefully as a Federal University, Nnamdi AzikiweUniversity, hurriedly employed this erudite, committed and dedicated academic, Prof. R.O. Igbo at the Rank of PROFESSOR!!! This amplifies our cries and shouts at the rate of diabolic and sadistic injustice against principled staff in ESUT.

Once again, we appeal to the Visitor and other senior stakeholders of ESUT to please save ESUT from this evil, Prof A.E. Uzoagulu. He (Prof Uzoagulu) is now the locust that is turning ESUT academic community into a desolate desert. Is it not the same Prof A.E. Uzoagulu that engineered nay assisted Dr Ntude in writing fresh and unverifiable allegations against Prof C. Owo? Is it not this Prof. A.E. Uzoagulu that converted his diabolic Senior Staff Disciplinary Committee into a peace mission in order to strike off a convicted disciplinary case against Dr Ntude so that Dr Ntude will be promoted a professor? Why the double standard? Anyone reported to the Senior Staff Disciplinary Committee must be indicted if he or she is principled and acquitted if he or she is able to pay the required bribe in cash or kind or both to the Chairman, Prof A.E. Uzoagaulu. (More on this will come subsequently).
 3.       Insensitivity to the Plights of Students
In institutional accreditation, students’ rate of turnover and their perception of their lecturers and general administration are examined and evaluated. To this therefore, we welcome attempt by management of ESUT to evaluate and rate the academic staff in ESUT using several interesting parameters (60 of them) in a university wide exercise. This exercise is instructive how the system can change if we all fight for its change. However, it is doubtful if the outcome will not be manipulated. For example, Prof Igbo cited above is the most hardworking in her department and one of the best in her faculty, according to staff, students and past students interviewed. She is part of the individuals rated, but we gathered that the powers that frustrated her in ESUT are on the mission of cover-up by demanding that she should not be among the rated and are willing to rig the outcome against their blacklisted, but dedicated and principled lecturers.

PUBLIC COMPLAINT COMMITTEE IN ESUT – A Charade

 We wish to react to the bungling efforts of the top management of ESUT in indirectly and mischievously addressing some of the issues we have raised in several letters, reports and petitions released since 19 December, 2011. We note with displeasure the deceptive undertone and gross mischief in the recent management circular, dated 16th April, 2012; setting up Public Complaint Committee in ESUT with a claim to opening up management responsiveness to the ESUT community.

At the surface, a gullible individual will term it a paradigm shift from the original management posture of lord and master of ESUT; but incisively, it is only a tool devised to witch-haunt and track some suspected individuals whom the system had hurt irredeemably but still believed by the same system have been given us information and writing other petitions.

We wish to remind the Vice Chancellor and his management team that they are suffering from their own corruption which had led them inexorably into credibility problems and dehydrated trusts. We have written several letters, reports and petitions where we supplied evidence of several injustices and man inhumanity to man. Ever since then, the Vice Chancellor, Prof C.O. Onyeji and his management teamhad done nothing to address any of those issues instead, they are on the voyage of cover-up of some desirable personae. Is it the lack of promotion; where many lecturers with PhDs, some earned in 1980s, who have successfully written and published books, papers in reputable journals and supervised masters and PhD students and are not promoted till date? Is it the profusely reported case of sexual harassment, extortion, abuse of office, intimidation of staff and students and so on, had they been addressed? Is it the frustration deliberately inflicted on staff and students in ESUT, has it been addressed? Is it the deliberate exclusion of some staff from merited positions in their departments, units and faculties? Is it the bestial rustication of the 544 ESUT students? How do this Prof C.O. Onyeji led management want to be trusted? Why should one set a committee to kill a snake when he should have taken a stick to kill the snake? This is just perambulating!

Oh! Yes! The management of ESUT have started doing something. Of course, they have begged Prof S.I. Oluka through the Director of Academic Planning to return the debris of his loot in the Fidelity Bank to school coffers within one month! It should be recalled that this is the illegally extorted money from Engineering Students! If Prof S.I. Oluka is guilty of extortion, the directive by the Management of ESUT made them share greater responsibilities in the extortion saga. This implies that it was the Vice Chancellor and Co. that facilitated Prof S.I. Oluka’s extortion. (We shall treat this directive in greater detail in our next release).

Furthermore, why should the Director of Academic Planning and not the Registrar issue such directive? (sic: anyway it is just an appeal to Lord S.I. Oluka). The mischief in this directive is that it is a grand design to cover-up Prof S.I. Oluka and his collaborators’ fraud as there would be no filing of this directive against this man. Where is the Director of Academic Planning Secretariat? Does the Director of Academic Planning have such locus and competence to issue such order?

This is another clear evidence that the Registrar of ESUT, Barr Chris Igbokwe is not an issue when Prof S.I. Oluka is involved. That is why he purposefully derelict and abdicate his duty to the Director of Academic Planning who has no locus whatsoever in writing such letters and giving such directives.

In view of the foregoing and consequent upon the elucidated realities, it is clear that the so-called Public Complaint Committee in ESUT is a charade and a calculated attempt to deceive the public. Let the management do the right thing first, respond to issues raised and then call for trust. Trust can only be gained when justice is done and seen to be done! We are not fools, we are not blind, we know when the right is done and only then will we trust such circulars.

Prof. I. Chidobem is not excused in any way for his impropriety in office, however, Prof. Uzoagulu should not be commended for his sabotage of that administration which he is part of because there are many incidences now, many funds provided which are mismanaged and are greater in content and magnitude but this man (Prof. Uzoagulu) is indifferent to all these issues. We have found that the principle governing all his activities in the past was his plot to become the Vice Chancellor of ESUT even in acting capacity.

Our worry is that ESUT is greatly endowed with many men and women in high places who are innately willing to destroy the entire system so long as they achieved their myopic aims. This is currently the fate of the Vice Chancellor, Prof C.O. Onyeji who we gathered had been enslaved by some group of power brokers in ESUT with the sole aim of denting his brilliant and incomparable academic profile with any ESUT Professor because it stigmatises their profiles.

At the head of this team is Prof A.E. Uzoagulu, the Deputy Vice Chancellor of ESUT who in his calculation will become an acting vice chancellor once Prof Onyeji is suspended or sacked. We discovered that Prof Uzoagulu was the strongest advocate for the sack of the 544 students on the allegation of illegal admission. And in his pharisaic nature, advocated nothing for the staff members that allegedly involved in the saga because one of his closest ally and comrade, the Registrar is involved. They vowed to make the Vice Chancellor make very foolish decisions that will culminate in his sack like the 544 ESUT students sack.

Prof Uzoagulu has been having series of meetings and sponsoring several petitions, anonymous letters against his boss, the Vice Chancellor to authorities and interests he believes will call for his sack. What a Judas!

Even though we do not excuse the Vice Chancellor for his foolish, ill-conceived and irresponsible decisions like the sack of the 544 students and others, the Vice Chancellor should have known that he is the Chief Executive of ESUT, therefore, he is held responsible for his acts and acts of others in his management team for whom he is vicariously responsible. Whether he was pressured into taking those foolish decisions are immaterial.

In the Holy Bible, Our Lord Jesus Christ surprised the Jews in the case of the adulterous woman by asking the one without sin to cast the first stone. The import of this scenario is that Jesus did not condone the sin of the woman, but the woman cannot commit adultery unto herself; the adulterous woman must be with a man before it can be adjudged adultery according to the laws and commandments! WHERE IS THE MAN! If truly those 544 ESUT students (the adulterous woman) had illegal admission (adultery), where is the man (that is, who gave them those admissions, admission letters and registration numbers), whose responsibilities is that? Has the person with those responsibilities investigated, suspended or sacked? The answer is CAPITAL NO!!!

Prof Uzoagulu had been strenuously working towards acquitting Prof S.I. Oluka from all the confirmed allegations of fraud levelled against him with a premeditated motive of using Prof Oluka and his (Oluka’s) contacts to trade for his (Uzoagulu’s) desired position. What a way to vie for an office.

In his pharisaic sermonization, Prof Uzoagulu claims that he looked up to God in all things, this particular statement naturally brews questions as to the personality of God. Does God promote injustice? Does God condone and promote sin? Does God encourage oppression? Is God selfish? Is God a liar? Of course, there are so many other questions. However, God possesses none of these attributes and therefore, Uzoagulu’s type of god is not and can never be the Christian God.

Prof A.E. Uzoagulu’s activities prior to the present during the Prof I. Chidobem vice chancellorship led to the public hearing that saw gargantuan revelations. Is it possible he has never read the report? Prof S.I. Oluka he is working very closely with to unseat the Vice Chancellor was profusely indicted in that committee’s report. The question is; is it what his god revealed to him? Has this Prof S.I. Oluka changed from his ways in order to term their alliance as a holy alliance to save and change ESUT? What a hypocrite.

Prof. A.E. Uzoagulu, as Director of MSP leaked to ASUU that proceeds from MSP alone is capable of paying two (2) months salaries of ESUT staff during ESUT staff and management imbroglio, when the management declared the institution bankrupt. This shows that the MSP was in a better bill of health when he became the Director of MSP. Unfortunately, it is under his directorship of MSP that the program collapsed owing to his high-handedness and usual insensitivity. Prof. Uzoagulu neglected outrightly the complaints of students of not being taught, examined and graduated. It was under Prof Uzoagulu that many lecturers ignored all these students owing to his irresponsibility to both lecturers and students which in turn led to frustration of students and massive abandonment of the programme. The resultant costs became great dwindling of funds for ESUT and destruction of many lives by these acts of irresponsibility. Little wonder that as Deputy Vice Chancellor and an influential member of the ESUT management the University is growing day by day in insensitivity to staff and students problems.

The ESUT MSP is jinxed as no reasonable and responsible individual will subscribe to it and the stigma will continue for a very long time until memory loss. The cries and moans of many who went into the program have reached heaven. ESUT will continue having difficulties in mounting similar programmes due to experiences of past participants in ESUT programmes like the MSP caused by the irresponsibility of some tin gods in the institution like Prof Uzoagulu.

A petition was written against Mr Oleka then president of ESUT Students Union Government (SUG) by some students who alleged financial improprieties in the conduct of the SUG affairs by their president. The Vice Chancellor empanelled a 5-member Committee headed by the Deputy Vice Chancellor to investigate the petition.

After listening to testimonies and examining the evidence, 4 out of the 5 members of the committee found all the members of the SUG executive culpable of the allegation of financial improprieties. They then held that if the SUG president must be suspended from office, then all the other members of his executive must also be suspended.

It was only the Deputy Vice Chancellor and Chairman of the Committee had a contrary view that only the President, Mr Oleka should be suspended while the Vice President would take over from him as Ag. President. This Vice President confirmed that she partake in the financial improprieties but alleged that she is being chased by the then SUG President with the union's money. She had never prior to the petition reported the purported 'chase' to any authorities above her but Prof. Uzoagulu acquitted her for personal sensual favours. This was despite overwhelming evidence of her deep involvement in the financial improprieties.

Prof Uzoagulu abused his position and ethical decorum as both the Committee Chairman and the Deputy Vice Chancellor to force his minority position to become the Committee position while other members in deference to him as the Deputy Vice Chancellor were forced to sign the Committee’s report.

The Deputy Vice Chancellor, Prof A.E. Uzoagulu thus abused his high office by distorting the findings of an important committee because he wanted the SUG President punished for his refusal to follow sheepishly the position of the Registrar on some key issues of policy which he believed was as a result of responsive and responsible guidance from his mother, Dr Mrs Oleka who is a senior lecturer in ESUT and also, because of his unguided sensual reflexes. This Mr Oleka must be punished to spite his mother and also for allegedly daring into reserved females for high profile ESUT personae like him.
